Procurement
The Department of Information Technology (DOIT) is now the Bureau of Enterprise Systems Technology (BEST) under the Department of Administrative Services (DAS)
- BEST contracts for purchasing laptops and personal computers for CT state and local government, higher education and K-12 education. They have executed a Participating Addendum with the Western States Contracting Alliance/National Association of State Purchasing Officials under the 2009-2014 HP WSCA/NASPO Contract # B27164 and the Dell WSCA/NASPO Contract # B27160 for the purchase of electronic products available under this agreement. BEST is working on writing CT- specific requirements into these contracts, including requirements that products be EPEAT and Energy Star certified.

End of Life Management
- State and Federal Surplus Program With the exception of vehicles, all state surplus property is handled through the CT Department of Administrative Services E-Surplus Intranet Program. State agencies put their property on this property distribution system for other state agencies and municipalities to claim. Property on the e-surplus program remains at the owning agency location until claimed and picked up by another CT state agency, a CT municipality, a vendor for sale at public auction, or by an approved non-profit organization. Items deemed to have a sale value (when the fourteen day posting period has expired) will be sold at auction to the highest bidder. Auction information can be accessed at http://www.das.state.ct.us/Surplus/display_auction.asp. Certain computer related items are never sold at auction, and, if not donated to a non-profit, must be recycled. These items include: Monitors, Laptops, Hard Disk Drives, Personal Computers, Boards and Cards. Electronic items listed above that have not been claimed within the 14 day limit are recycled through state contract as described below.
- State contract for Environmentally Preferred Disposal of Electronic Office Equipment. The current vendor for the State is Arrow -Intechra LLC (contract expires February 28, 2012). The vendor identifies all computers and related equipment and keeps a paper trail of the recycling and disposal of components. Agencies, upon request can get a “certificate of destruction” which basically absolves agency of any liability for the computer.
